Dumpster Permits in Dothan, AL and Nearby Towns

Two questions decide whether a container can go where you want it: does the city, town or state allow it in that spot, and what does the local code ask of the company hauling it? Here is what each official source says, as read in October 2026.

Dumpster Permits in Dothan, AL and Nearby Towns

The short version

Driveway or private lot in Dothan: the simple case. We found no City rule or permit for a temporary roll-off on private property; keep it off the sidewalk and the street. Dothan street, sidewalk or alley: the City Code bans boxes, rubbish and other articles there unless under a valid permit from the city (§ 86-1), and debris on a street needs a written permit from the city engineer or public works director (§ 86-8). No City page names a dumpster permit, and we found no fee, time limit or lighting rule, so Public Works confirms what applies. State highways such as Ross Clark Circle, US-231, US-84, US-431, AL-52 and AL-53: ALDOT has no container permit, so never there. Who may haul: Alabama lets cities and counties license haulers, the Houston County health department permits and inspects hauler vehicles, and in Ozark, Enterprise, Ashford and Hartford we check the City's rules before booking. We're licensed & insured.

Dothan streets, sidewalks and alleys

Dothan handles the street through general rules, not a dumpster permit. City Code § 86-1 makes it unlawful to place, keep or maintain on any sidewalk, street, alley or public way of the city any goods, vehicles, implements, boxes, rubbish or other article of any kind that may obstruct it, but says the section does not prevent the use of portions of the streets or sidewalks "under valid permit from the city". The section does not say which department issues that permit, what it costs, or what lights or barricades it needs. Section 86-2(a) bars any unsafe condition or obstruction on the sidewalks, streets, curbs and gutters, or the space between the sidewalk and the curb, and § 86-8 makes it unlawful to put soil, trash, limbs, leaves or debris of any kind on a street or other public way without first obtaining a written permit from the city engineer or public works director.

Two more sections point the same way. Placing trash, refuse or bulk items in public streets, gutters or over storm drains is prohibited (§ 82-20(j)), and § 98-87(a) bars parking or placing any vehicle, equipment or object on a street or public right-of-way to store it. We searched the City Code and found no dumpster or roll-off permit, no fee, no time limit and no lighting or barricade rule. So call Dothan Public Works at (334) 615-4420 before anything goes in the street; the City's Street Division maintains City streets, right-of-way and the stormwater drainage system. Read together, the driveway comes first.

Your driveway in Dothan

A driveway keeps the box out of the street, which is where Dothan's rules bite. It also suits the truck: Dothan bars any trailer, tractor, truck or other motor vehicle heavier than a one-ton pickup from stopping, standing or parking on the public streets in residential sections of the city at any time, except while it is actually loading or unloading (§ 98-91). The roll-off truck sets the box and leaves. Give us a flat surface such as a driveway, gravel pad or pavement, about 60 feet of space for the truck and clear overhead room, and boards can go under the contact points if you ask. If your home is in an HOA, its rules can still limit where a container sits or how long it stays, so check before delivery day.

Getting there follows the City's truck routes. Ross Clark Circle is Dothan's designated through route for commercial vehicles, and no through commercial vehicle, meaning one with three or more axles or 33 feet or more in length, may use a city route inside the Circle (§§ 98-126, 98-129(e)); a truck may leave a truck route to make a delivery by the most direct route (§ 98-129(c)). Our yard on Wise Dr is just off Ross Clark Circle. Outside the city line, Houston County's Road and Bridge permits cover buildings, driveways, mobile home moving and utility work, with no dumpster permit, and the County's placement guidance says not to put trash in the roadway or block gutters, ditches or any part of the county drainage system. Give us the exact address when you call.

State highways — ALDOT

Some of the busiest roads around Dothan are state highways, not city streets: Ross Clark Circle (State Route 210), Headland Avenue (State Route 211), US-431, US-231, US-84, AL-52 and AL-53. The ALDOT Permit Manual says: "Any use of the State ROW, other than normal vehicular traffic, is prohibited without the expressed written permission of ALDOT", and that includes placing fixed objects in the right-of-way. The manual's permit chapters cover turnouts, median crossovers, grading, drainage, signs, utilities and similar work, with no dumpster, roll-off or container permit. So we never place a container on the right-of-way of Ross Clark Circle, Headland Avenue, US-231, US-84, US-431, AL-52 or AL-53.

The same goes in the towns. In Midland City, US-231 and State Highway 134 run through town; in Abbeville, State Highways 10 and 95 and US-431 are the City's truck routes; and in Enterprise, the City's street page sends questions about a state highway to the State Highway Department. County roads are no easier: we found no container permit from Houston, Henry, Dale or Geneva County, whose road permits cover driveways and utilities. If you are not sure who maintains your road, give us the address and we will help you work it out before delivery day.

Who may haul: Alabama, Dothan and Houston County

Alabama leaves hauling rules to cities and counties. A county commission or city council may make participation in its collection system mandatory (Code of Ala. § 22-27-3(a)(2)); governing bodies may assign territories and must set annual licence fees for firms that collect and dispose of solid waste (§ 22-27-5(b)); and no such licence may be granted without a permit from the state or county health department (§ 22-27-5(c)). In Houston County, the Alabama Department of Public Health says the county's Solid Waste Officer issues permits and inspects vehicles for garbage collectors and haulers. Trucks hauling garbage and rubbish must be covered, secured or sealed so nothing is lost on the road (§ 22-27-3(f)).

In Dothan, City collection is for homes. Refuse from nonresidential establishments is not collected by the City and must be removed by the owner or producer (§ 82-36(a)); building material and contractor debris are the owner's job (§ 82-20(h)); and the City's pickup page lists construction and demolition debris as not accepted. That is the roll-off job. We found no City franchise or exclusive hauler. Anyone doing business in the city needs a City business licence, and the licence schedule includes a Waste Management Services class that requires a surety bond (§ 18-22). Loads must be covered or tarped (§ 82-112). Houston County's policy effective October 1, 2026 makes household garbage subscription mandatory under Code of Ala. § 22-27-1 et seq., for household garbage only; we found no County roll-off or construction debris franchise. We're licensed & insured. Near homes we plan drop-offs and pickups for the daytime and do not promise night or Sunday service; the phone is answered 24 hours a day, 7 days a week.

Enterprise, Ozark and Abbeville

Enterprise is the one town in our area with a written street permit. City Code § 18-30 says no one may obstruct or encumber a street, sidewalk or other public way without a written permit from the city, and only in cases of necessity; a contractor depositing material there applies with the probable length of time, and the mayor may issue the permit. The obstruction must be next to the property, must never extend beyond the centre line of the street, needs suitable safeguards, and must have red lights on or around it at night. We found no form or fee online. Enterprise also bans parking heavy vehicles on residential streets (§ 19-9), and its heavy-truck route is the Boll Weevil Circle of Highways 84, 167 and 192, with an exemption for deliveries in the city (§ 19-8).

Ozark says no person may obstruct or endanger, or place or permit anything to obstruct or endanger, the free passage or proper use of any street, alley or sidewalk (§ 16-1), and we found no permit process for a street container, so in Ozark the box goes on the driveway or the job site. Ozark also limits vehicles heavier than three-quarter ton to two hours on residential streets, except while loading or unloading (§ 17-34). Abbeville bars obstructing any street with boxes, barrels or other like commodities (§ 46-2), storing personal property on a street (§ 46-3) and blocking gutters with dirt, trash, wood, lumber or brick (§ 46-4), again with no permit process found, so the box goes on the driveway or the lot. Its truck routes are State Highways 10 and 95 and US-431, which trucks may leave by the shortest route to load or unload (§§ 50-146, 50-147).

Headland, Newton and the Houston and Geneva County towns

Headland's residential and commercial building permit applications say the portable toilet and the dumpster must be on the job site and the site kept clean daily, and the forms list the dumpster company among the subcontractors with its City licence number. Its demolition permit says all trash and debris must be completely removed from the site, and the City is not responsible for picking up debris contracted by a third party. Newton makes garbage service mandatory, bans the open storage of building material and building rubbish on residential property, and bars anyone, including a contractor or laborer, from pushing debris into town streets, ditches or storm drains (Care of Premises ordinance). We found no posted code for Midland City.

In Ashford, no one may deposit refuse on any public street, alley or sidewalk (Ord. 2026-001 § 3H), loads must be secured and covered on City streets (§ 3N), and solid waste may not be stored outside for more than seven days (§ 4D). Hartford bars depositing construction and demolition materials in any public street, alley or sidewalk (Ord. 06-01-2026-1 § 15), and its Public Works page warns that materials put in the street or storm drains bring a citation. Gordon's nuisance ordinance bars letting trash and rubbish pile up on a property (Ord. 2014-2). For Kinsey, Webb, Cowarts, Rehobeth, Columbia, Cottonwood and Slocomb we found no posted street-placement rule, so the driveway is the plan and we check with Town Hall before any street drop. We found no permit fee for a dumpster or a street spot in any of these towns.

Where we check the local rules first

Four places have collection rules that reach the company doing the hauling, so we check the City's rules before booking there. Ozark says all commercial garbage and trash is collected by the City's Public Works Department or by a commercial garbage contractor licensed by and holding a current permit from the City (§ 10-27); each contractor needs a City business licence, gives the City its customer list and pays three percent of gross receipts from customers in the city each month (§ 10-33), and a contractor without a valid licence may not keep operating there, whatever its private contract says (§ 10-34). Enterprise's business licence schedule says commercial waste collection companies must also remit franchise fees under Resolution 12-2-97.

Ashford runs its own collection: the City provides commercial solid waste service (Ord. 2026-001 § 6A), non-City containers must be removed on notice (§ 7A.5), and new commercial contracts with private haulers are not allowed (§ 15). Construction debris is different: the City will not collect it, and the contractor or property owner is responsible for removing it (§ 3F). So a construction roll-off fits in Ashford, and ongoing commercial trash service does not. Hartford's 2026 trash ordinance makes it unlawful to pick up refuse, trash or construction and demolition materials in the City without first obtaining a City licence (Ord. 06-01-2026-1 § 22), throughout its police jurisdiction (§ 23). None of that means we can or cannot serve those places; it means we check first. Tell us the address when you call.

What this means when you book

Tell us the address and where you want the box. A driveway or private lot is the simplest case. A Dothan street spot needs City permission under § 86-1 before the box arrives, so we plan on the driveway. A state highway means the driveway. Enterprise needs the mayor's written permit for the street, with red lights at night; Ozark and Abbeville ban street obstructions; Headland wants the dumpster on the job site; and in Ozark, Enterprise, Ashford and Hartford we check the City's rules before booking. Call (334) 686-0763 — the phone is answered 24 hours a day, 7 days a week.

Frequently asked questions

Do I need a permit for a dumpster on my driveway in Dothan?

We found no City of Dothan permit or rule for a temporary roll-off on your own driveway or private property, and no dumpster permit at all. Keep it off the sidewalk and the street, and check your HOA rules if you have one.

Can I put a dumpster in a Dothan street?

Only with City permission. City Code section 86-1 bans boxes, rubbish or other articles in a street, sidewalk or alley unless under a valid permit from the city, and section 86-8 needs a written permit from the city engineer or public works director for debris on a street. Call Dothan Public Works first. We plan on the driveway.

Can a dumpster go on Ross Clark Circle or US-231?

No. They are state highways, ALDOT prohibits any use of its right-of-way other than normal traffic without its written permission, and its permit manual has no container permit. Keep it on the driveway or the lot.

Does Enterprise need a permit for a dumpster?

In the street or on a sidewalk, yes. Enterprise Code section 18-30 requires a written permit, which the mayor may issue, with suitable safeguards and red lights at night, and the obstruction may not extend beyond the centre line. We found no form or fee online.

Does the company supplying the dumpster need a licence?

Alabama lets cities and counties license haulers, and in Houston County the health department issues permits and inspects vehicles for garbage collectors and haulers. Ozark, Enterprise, Ashford and Hartford have their own hauling rules, so we check before booking there. We are licensed and insured.
