The second thing that changes is the rules. Alabama lets cities and counties make collection mandatory and license the firms that collect solid waste (Code of Ala. §§ 22-27-3, 22-27-5), so each place writes its own. In Dothan, nothing may obstruct a street, sidewalk or alley unless it is there under a valid permit from the City (City Code § 86-1), debris on a street needs a written permit from the City Engineer or the Public Works Director (§ 86-8), and the business licence schedule has a Waste Management Services class with a surety bond (§ 18-22). Houston County's household garbage service is mandatory and covers household garbage only, and the county health department's Solid Waste Officer issues permits and inspects vehicles for garbage collectors and haulers. In those four we check the City's rules before booking. Ozark and Abbeville bar street obstructions outright (Ozark § 16-1, Abbeville § 46-2), Headland's building permits want the dumpster on the job site, and state routes such as Ross Clark Circle, US-231, US-84, US-431, AL-52 and AL-53 are ALDOT right-of-way, where we found no container permit.
