Local knowledge

Getting our bearings in Hartford

Knowing a city properly is the difference between covering it and showing up with the right box.

  • City licence to pick up — unlawful to pick up refuse, trash or construction and demolition materials in the City without a City licence (Ord. 06-01-2026-1 § 22).
  • What counts — lumber, drywall, roofing materials, concrete, bricks, masonry, flooring and insulation are construction and demolition materials (§ 1).
  • Police jurisdiction — the ordinance applies throughout it (§ 23).
  • City landfill — residents only; no contractor may bring building, remodeling or tear-down materials there (§ 11).
  • No contractor waste — the City won't pick up waste generated by a paid private individual or a commercial contractor (Public Works page).
  • City Hall — 334-588-2245.

What comes out of Hartford properties

Roofing in 10s and 20s, remodels in 20s, estate and barn clean-outs in 30s, and demolition in 40s. Hartford's ordinance lists lumber, drywall, roofing, concrete, bricks, masonry, flooring and insulation as construction and demolition materials — and the City landfill won't take a contractor's. Concrete and brick go in a 10 or 15 to stay inside weight limits.

What goes in: wood, drywall, flooring, furniture, household junk, yard waste, roofing shingles, branches and brush, construction debris and small non-hazardous appliances. What doesn't: paints and solvents, oils and fuels, tires, batteries, hazardous chemicals, medical waste, gas cylinders, propane tanks, flammable materials and refrigerators that still hold refrigerant — that's our own list, not a state ban. Alabama's rules: regulated hazardous waste can't go to an ordinary non-hazardous landfill (ADEM 335-13-4-.21(1)(h)), every permitted landfill screens loads for free liquids, regulated hazardous, medical and PCB wastes (335-13-4-.21(1)(b)), free liquids are barred at construction and demolition landfills (335-13-4-.23(1)), and carrying more than eight scrap tires at once needs an ADEM transporter permit (Code of Ala. § 22-40A-7). Our what can and can't go in a dumpster in Alabama guide covers the rest. We found no public household hazardous waste collection in Geneva County.

Permits, placement and who may haul in Hartford

Who may haul — read this first: “It shall be unlawful for any Person to pick-up Refuse, Trash or C&D Materials in the City, without first obtaining a license from the City to undertake such pick-ups,” and only the City or a private refuse collector licensed by the City may pick them up or dispose of them in the service area (Ord. 06-01-2026-1 § 22). Large commercial users may use the City or a private contractor licensed by the City (§ 2). The ordinance runs throughout the police jurisdiction (§ 23). We check the City's rules before booking a container in Hartford. We're licensed and insured.

In the street: no construction and demolition materials on any public street, alley or sidewalk (§ 15); the City's Public Works page says the resident or contractor will be cited for materials put in the street or storm drains. We found no dumpster placement rule — the container goes on private property. You don't need to be home as long as we have clear instructions on where it goes and the spot is free of vehicles and obstacles. Allow approximately 60 feet of access for the truck; we use protective boards when needed to help prevent driveway damage.

Geneva County: Geneva County's garbage service is mandatory under state law and takes household garbage only — no wood, brick or concrete (county application, May 2026) — and its Bulk Waste Policy leaves contractor-generated debris to the contractor. We found no Geneva County hauler franchise, and the County has no zoning or building regulations in its rural jurisdiction.

State highways: ALDOT says any use of the state right-of-way other than normal vehicle traffic is prohibited without its written permission (Permit Manual 11.2), and its manual has no dumpster or container permit — so beside a state or US highway the container goes on private property, never in the right-of-way. We check the exact address.

Covered loads: Hartford wants loads adequately secured and covered (§ 21). Alabama bars driving a vehicle on a highway unless it's built or loaded so nothing drops, sifts, leaks or escapes (Code of Ala. § 32-5-76(b)), and trucks hauling garbage and rubbish must be covered, secured or sealed (§ 22-27-3(f)). Keep debris level with or below the top edge — an overfilled container can't legally be hauled.

Remodel or tear-down: ADEM wants a 10-day notification before any demolition, with or without asbestos, and before a renovation that removes at least 260 linear feet, 160 square feet or 35 cubic feet of regulated asbestos-containing material. Privately owned homes of four or fewer units that stay residential are exempt, unless they're part of a larger project. Friable asbestos goes out as special waste whatever the amount, and regulated asbestos is removed by an ADEM-certified abatement contractor. Asbestos never goes in our containers; tell us if you find any.

How it works

Booking a dumpster in Hartford

Booking a container here takes one phone call and about five minutes.

  1. Step 1: Call and tell us the job

One short conversation. We ask the address in Dothan or the town around it, what you are clearing — a cleanout, a renovation, a roof, a yard, a job site — what is going in, roughly how much there is, and how much room the driveway or lot gives us.

  2. Step 2: We size it and quote it flat

We recommend the right size, so you do not pay for space you will not use or run out of room, and you get a flat-rate quote that covers delivery, pickup, disposal, the standard rental period and an included weight allowance. If it is concrete, shingles or dirt, we say up front that weight decides the size.

  3. Step 3: Delivered where you want it

The driver sets the container on the driveway, lot or job site where you asked, on a flat, solid surface rather than the lawn, with protective boards on request. Often same-day or next-day, when availability allows. You do not need to be home if the spot is marked and clear.

  4. Step 4: Load it at your pace

Keep it level with or below the top edge and keep the problem items out — paint and solvents, oil and fuel, hazardous chemicals, batteries, tires, propane tanks and gas cylinders, flammable materials, medical waste, asbestos, and appliances still holding refrigerant. Need more time or a swap mid-job? One call.

  5. Step 5: We pick it up and handle the disposal

Call when it is full or the job is done and we schedule a prompt pickup. The load is covered or tarped for the road and goes to an approved disposal or recycling facility, with metal, concrete, cardboard and yard debris recycled whenever possible.
